Today, President Bush signed into law a bill to reform the intelligence system. The bill was 563 pages long and was rushed through the Senate without enough time for senators to read and debate it adequately. Among other things, it creates a position of director of national intelligence and tightens border controls. Sen. Robert Byrd of West Virginia was one of few Democrats who spoke publicly against the bill on the Senate floor. SEE THE SPEECH
