The 9/11 Commission report details when and why Osama bin Laden's terrorist network grew and prospered in the Middle East; the evolution of U.S. counterterrorism before, during and after 9/11; the evolution of U.S. response to terrorist activity; and the specifics of disaster management on 9/11. The commission doesn’t directly blame either the Bush II or Clinton administrations, but members cited “deep institutional failings. The most important failure...was one of imagination."
