Election monitoring is usually viewed as something the United States does—not something it needs. But with citizens and politicians alike still smarting over the Florida 2000 fiasco, plus concerns about electronic voting and disenfranchisement, 13 members of the House of Representatives have decided it's better to be safe than sorry in 2004. Led by Rep. Eddie Bernice Johnson, D-Texas, the Congress members sent a letter to U.N. Secretary General Kofi Annan requesting election observers for the November 2 election. SEE THE LETTER
